The term comes from the sunburn that rural white farmers get on their necks.
Generally when someone uses that term it is derogatory and intended to insult. Common stereotypes of rednecks are that they are racist, very Christian, love nascar, incestuous, talk with a thick southern accent, are missing teeth, wear bib-overalls and trucker hats, you get the picture.
Some rednecks are textbook (all the stereotypes being true). Others are not.
That goes back to stereotypes being valid or not. I live in the south, so I see alot of would-be rednecks. But that is not always the case. Some are good people.

where ever you got the info that a redneck is low class then you need new information.
just about anyone that lives in a small town,country town,etc. is sometimes called a red neck,they get called that the most because of their close nit to the town they live in ,riding horses living on farms and ranches,etc.
and most dont care too much for money and fame or the likes,just about taking care of their families mostly.
the rednecks on tv called by that are just trash no matter where they come from,most rednecks as they are called are just proud american people that are glad to be an american and be free choose their way of life.

they are down to earth people who don’t tolerate BS.they are usually found in rural areas.
